Sunrise Recovery was founded in mid-2018 by Dr. Sandeep Kapoor and Dr. Sangeeta Kapoor, both esteemed physicians who have served the Kentuckiana community for over two decades. With specializations in internal medicine and addiction care, the Kapoors bring a wealth of experience and dedication to their practice. Graduates of the School of Medicine at the University of Louisville, they have witnessed firsthand the devastating effects of substance abuse on individuals and communities.

As both the founder and CEO of Sunrise Recovery, Dr. Kapoor draws more than 21 years of diverse experiences, especially in internal medicine, and behavioral health. In 2018 Dr. Kapoor decided to commit to helping with the national opioid crisis, which lead to his decision to launch Sunrise Recovery LLC. With Sunrise Kapoor plans to address mental health, substance use disorders and help clients get back to a healthy productive life.
Brandy is the Chief Operating Officer at Sunrise Recovery. She has been in the helping profession for over 15 years, and has 5 years of progressively responsible experience and knowledge in the field of behavioral health care and financial management. Phillips has successfully assisted with the launch of start-ups in Indiana, Kentucky, and Texas. As a cross functional communicator, she effectively works with all levels of staff, including executive management, physicians, nurses, clients, families, customer partners and regulatory agencies.
Tammy Jones, BSN is the Director of Nursing and admissions at Sunrise Recovery. Tammy provides oversight and direction to the nursing services at the facility while working directly with the COO and Medical Director, in her role as the DON. She has over 10 years of experience in nursing, and more than 5 years in the behavioral health field. Tammy is happy to be part of such an excellent team of professionals and looks forward to continuing to serve the clients at Sunrise Recovery and ensure that each client receives the best experience possible to obtain true recovery in their everyday life.
I could never have dreamed that life could be as fulfilling, inspiring, and beautiful as it is today. Moving to Louisville in 2018 I experienced a major culture shock! Coming from the small town of Rockholds Kentucky, I knew nothing of this city business. I didn’t decide on my own to relocate, I was pleasantly persuaded via probation and parole to complete a 6–9-months inpatient program. Little did I know how drastically my life was about to change. I arrived, broken, defeated, mentally, physically, emotionally, and spiritually bankrupt. Just an empty, lost, and hopeless mess.
Dr. Asad Ismail, MD is a Psychiatry, and board-certified addiction provider who has over 35 years of experience in the medical field. Dr. Ismail has extensive experience in Psychotic Disorders, Addiction & Substance Abuse.
Michael received his undergraduate degree in Social Work from the University of Southern Indiana and his Master of Social Work from Indiana University. Michael has worked in the criminal justice system for twenty-eight years, working in Corrections, CPS, and Probation during that time. Michael has been married for twenty years and has three children. In his free time, he enjoys playing golf and poker when he can. In his work life, He has a passion for helping others by helping them work on their foundation in life.
Chef Tom Biscardi Director of Dietary services, Tom Provides Creative Culinary Direction, and vision of all aspects of Sunrises Kitchens. elevating Sunrises menus and food above industry expectations. Tom has 10 years experience in the culinary field working, running, and consulting in kitchen’s from Maui, California, Montana to Indiana with 4 years in Healthcare Chef. Tom makes it his mission to bring Restaurant quality, food and flavor to Sunrise and the HealthCare industry.
Kumi Biscardi is the Director of Revenue Cycle, she has 20 years of Revenue Cycle experience in which 14 years has been in the behavioral health area. Kumi understands the overall management responsibility for optimizing all VOB, Insurance data Management, billing, cash application and Collections, always considering business objectives and operating compliantly. She brings to Sunrise Recovery 13 years of management experience, working with clients, other providers, and payers. Kumi understands the importance of the financial aspect of the business and will bring all her experience and knowledge to Sunrise as the Company grows and expands in the future.
Felicia Payne is the Director of Utilization Management and Clinical Compliance at Sunrise Recovery. Felicia leads the clinical, utilization management and medical records teams. She also ensures that our clinical department remains in compliance with the Joint Commission and the State of Indiana. Felicia is a graduate of Western Kentucky University and has over 28 years of experience in behavioral health and utilization management. As one of the founding members of the Sunrise leadership team, Felicia has played a vital role in the success of our organization.
Laura Deaton is the Director of Business Development for Sunrise Recovery. Laura is a person in long term recovery and has nearly 5 years sobriety. Laura is an Indiana Certified Recovery Specialist and very active in the recovery community throughout the state. Her goals are to be that liaison to treatment for families and loved ones bound in addiction. Laura is an advocate for those in recovery and works tirelessly to end the stigma of addiction.
